SECRETARY
MICHELE EVERLY
Michele Everly is the Gloucester County Records Manger. Records Management falls under the auspices of the County Clerk. Michele has worked for the County of Gloucester since June of 1989. She has been the Records Manager and de facto Archivist since July of 2005. Michele joined CARMA/NJ in 1998 and has served as the Secretary since 2006.
As the Records Manger and Archivist, it is her responsibility to ensure the integrity, preservation, and accessibility of all county public records. This is done via four certified EDMS and the ongoing organization of both paper and electronic records throughout the county. Further, Gloucester County Records Management’s vision is to continue to enhance and expand its dynamic records management program through defined policy, infrastructure upgrade, education, and joint municipal ventures, while remaining flexible and adaptable to future innovations and industry changes.
Michele attended Gloucester County College, Rowan College of New Jersey, and West Virginia University. She holds an AA, BA, and MA in Applied Social Research, Sociology and Anthropology. Michele spends most of her free time practicing Marital Arts with her family. Currently, she is a second degree black belt (E Dan), and working towards her (Sam Dan), third degree black belt in Tang Soo Doo.

PROGRAM CHAIR
JULIA TELONIDIS
Julia Telonidis is currently the Archives Coordinator for Monmouth County and has been in the position for a little over a year. In her prior position, she served as Archives Specialist at Rider University. Her main areas of interest are archives administration, collections processing, and the digitization of archival materials. She has extensive experience working in various types of archives and libraries including governmental, academic, special, public, and corporate. She has served as Curator of Manuscripts and Acting Library Director at The New Jersey Historical Society, as Senior Librarian at The New York Public Library, and has also worked as a consultant for the United Nations Archives.
Earlier in her career she worked as a Library Assistant at Monmouth University and at CBS News Reference Library as a Reference Assistant. She received an M.L.S. from Rutgers University and also has an M.A. in History.

TREASURER
Chandra Anderson
Chandra Anderson became the Records Manager for Atlantic County in late 2022 and has been part of the County team since 2003. She started in the Law Department as a Paralegal where she spent eleven years managing workers’ compensation claims. Later, she worked directly with County Counsel on litigation files, employment claims, contracts, resolutions, and more. Chandra also took on the role of department records coordinator, overseeing record inventories,
schedules, retention, and disposition.
As Records Manager, Chandra is responsible for managing the County’s Records Center, maintaining the integrity of permanent and long-term record storage, proper disposal of records according to DORES, along with managing the various EDMS and renewal of its certifications. Her goal is to provide training for the County’s records coordinators to ensure proper management of the County’s public records. Chandra became a member of CARMA/NJ in 2023 and was appointed to serve as the Treasurer in 2025.
Since 2015, she has served as the secretary of the Atlantic County Insurance Commission, playing a key role in its operations. Known for her organizational precision and dedication, Chandra ensures accuracy and efficiency in all aspects of her work. When she's not working, you can find her painting, traveling, or enjoying game nights with her family.

PROGRAM CHAIR
ARGEAN COOK
Argean T.P. Cook is the former Director of Records and Information Management for the New Jersey Transit Corporation. As a leading subject matter expert in records management, her career spans over 40+ years and several industries, including banking, law enforcement, state and local government, and transportation. She is known throughout the law enforcement community as a “Rockstar” for her records management training presentations. Argean is a co-founder of the New Jersey Cultural Alliance for Response (NJCAR), a network of organization associations, agencies, and persons dedicated to safeguarding the cultural heritage of New Jersey. Argean’s training repertoire includes delivering the Intergovernmental Preparedness for Essential Records (IPER) and Records Emergency Planning and Response (REPR) curriculum, where state and local government agencies learn to protect and recover essential records during emergencies. She is passionate about helping agencies preserve their history and discover the records and information management strategies needed to increase transparency and hold themselves accountable by implementing her theorem of records management, A+T/RM=$S.

GARY DALINA
Gary is the Middlesex County Supervisor of Records Management for the Division of Archives & Records Management, Department of the Clerk to the Board. In this role, he is responsible for the storage of and access to all County and some municipal records at the county archives and records center.
Gary became involved with CARMA shortly after starting at the Middlesex County Records Center in 1993. He became President of CARMA in 2005, after serving as Vice President since 2001.
Together with former founding member Joe Falca, Gary provided the minutes and agendas dating back to the formation of CARMA in 1988 for the website archives.
In addition to his involement with archives, records, and history, Gary is an avid baseball fan.
In 2012, MariaLisa joined the County of Bergen as Chief Clerk under the office of the County Clerk. In 2015, she moved to the County Law Department and is functioning as the County Record Manager.
MariaLisa is responsible for the storage and disposal of all county offices, agencies, and hospital records in accordance with DORES and state statutes. She is responsible for annual certifications of various Electronic Document Management Systems (EDMS). Her goal is to continue digitizing all the county records for preservation, including making improvements and enhancements to the county’s storage facility. Currently, she is working on plans for an additional county storage facility for inactive records.
MariaLisa has been a member of CARMA/NJ since 2012 and was elected as Treasurer in December 2023. She is a graduate of Ramapo College of New Jersey and has a Bachelor of Science degree in Political Science. MariaLisa enjoys cooking and spending time with her family and their dog, Lyla. Her most recent joy is becoming a grandmother (Nonna) to Savannah Marie.
Meet the CARMA Officers
CARMA Officers are representatives from various counties across the State of New Jersey, and hold positions related to Information and Records Management in their respective local governments. Read on to learn more about the CARMA Officers.
CARMA's mission is to facilitate open discussions about information governance and provide resources to Records, Archives, and Information Managers, regarding the establishment, organization, and administration of a local government records management program.
The Organization's Objectives, which are outlined in the Bylaws, are:

To study, discuss and recommend improvements in county governmental records mangement and assist in establishing records management programs and departments at the county level throughout the State of New Jersey.

To exchange ideas and experiences, and to obtain expert advice and guidance on records management problems pertinent to county government.

To collect and distribute, to county records managers and others, information on the organization and administration of local government records management.

To work for the improvement of the laws and regulations relating to local government records management.

To strive for archives and records management competence and professionalism through education, training, and experience.

To achieve professional recognition of its members by their obtaining such professional designations as Certified Records Manager (CRM), and by active membership in ARMA International.
